Is Trefriw Recreation Ground getting a new name?

The short answer is NO!
Trefriw Community Council has been working in recent months to give Trefriw Recreation Ground an extra layer of protection from any future development by registering it with the charitable organisation “Fields in Trust”.
Fields in Trust is registering fields as Queen Elizabeth the Second fields in honour of the Queen’s Diamond Jubilee. When the registration process is complete, the field will be a QEII field. The name could incorporate those words but does not have to and can stay as “Trefriw Recreation Ground.” A further advantage of registration is that opportunities will be open to apply for grants to improve facilities, which are only available to registered QEII fields.
The Trefriw Improvement Company Ltd. bought the Recreation Field from the Earl of Ancaster in 1897 for the then substantial sum of £220.
The company had been leasing the land from the Earl since 1887 and had laid it out with tennis courts, a croquet lawn and a Bowling Green.
In 1911 ownership passed to Geirionydd Rural District Council and then through Nant Conwy Rural District Council and Trefriw Parish Council to Trefriw Community Council, in whose care it remains.
In 2011, the council registered the Recreation Ground with the Land Registry to make sure that its ownership is clear. Unfortunately, at the time that the Environment Agency constructed the flood defences across it, this had not been done.

Safer Routes in the Community
3rd February 2012

Trefriw Community Council wishes to announce that the Safer Routes initiative, which would have provided Trefriw with a zebra crossing, has come to an end.

Conwy County Borough Council’s Highways department contacted the Welsh Government earlier this week and reported that the department would be unable to carry out the process of finishing off the detailed design of the works, invite tenders and construct the proposals within the time remaining of this financial year.
The department suggested that the works could begin this year and be finished in the next financial year. The Assembly did not agree to this and so the scheme cannot progress.

The department told the Assembly that there was an alternative design being put forward but the Assembly said that it would not support any further development costs on the scheme.

So there will now be no crossing of any kind in Trefriw.

My thoughts on the Community Travel Plan

A few personal thoughts of mine following the meeting this evening, 24th January 2012.
I will stress that these are my personal thoughts on this issue, and do not necessarily reflect the views of the rest of the village.

1. The issue was raised that there are not many children living on the Gowers end of the village, so why have a crossing. The Community Travel plan is not about just the children living the Gowers end of the village. It is about the whole of the community having access from the village to Gowers, and the reverse. Including visitors to the village crossing the road in either direction. Including every parent that drives their children to school. Everyone from the village who wishes to walk through the village to Gowers, crosses the road, in both directions. Same for visitors to the village either parking down the Gowers, or parking in the village and heading to Gowers. It is NOT just about the children whom live on the Gowers end.

2. Everyone wants the Crossing. Great, there is a plan done and approved and submitted. This plan is in place, and the funding is there. Yes, the village is a convoluted affair having grown into itself for the last hundreds of years. So, yes, there will be compromises with any of these sorts of schemes. Everyone has been given the chance to have their say, and they have had it. A workable plan arrived at and submitted. That is it, life moves on and the village will be better for it.

3. There will be coaches turning down by the Play Park. They do anyway, and have always done so. No change there then. And at least it will stop the coaches parking in the Arriva bus stop. Just have a look at the Google Street View for the village, and what do you see in the Arriva bus stop……

4. There is a new plan that many agree with. This to is great, but to late. The County Council (the people with the money) have not approved it, and have issues with it. Should have been brought up months ago for this funding.

5. There is an issue with the children living in the Gowers end getting to from school. These children currently have to walk through an area that has coaches reversing, and then a road without a crossing. With the plan, they would be walking through an area with the buses turning facing them, this has to be better than reversing at them. And they get a designated crossing to cross the main road. Surely this, as they are primary school children, walked to school under the supervision of their parents etc, is a much safer option than the current provision.

The issue is that the window has closed. The Community Council have made their decision and followed their due public process to arrive at their decision.

There are only 2 ways onwards from here.

A. The current submitted and approved plan goes ahead and the village gets it’s long awaited for crossing. And we all learn to live with it.

B. The plan is rescinded and the community does not get the crossing.

Much hard work has been done by many people, including the wider community of the village to formulate this Community Travel Plan for the betterment of those that live in the village and those that visit it. There has been every opportunity for everyone to have their say. Over and over. And a plan was arrived at, and a plan is in place and funded.

Whatever your views, I personally feel that it would be a shame for all of this work to come to nought.

Safer Routes in Trefriw Community Consultation November 30th

There was a good turnout and there were 87 written responses. The majority of people chose Option 1, which provided a zebra crossing outside the school and retained all the existing parking spaces. However, it would require the southbound bus stop to be moved to a site outside the Fairy Falls Hotel.
The Community Council considered the results of the consultation on December 6th and endorsed Option 1 because the majority of people had chosen it. They acknowledged however, that if the road safety assessment found that the proposed new location for the bus stop was not acceptable then Option 1 could not go ahead.
Road safety experts have now completed an assessment and have rejected the proposed site for the bus stop. Highways engineers are now working on a simplified plan to present to Trefriw Community Council as soon as possible to ensure the Welsh Government funding is used before the deadline of April 2012.
The Councillors are very keen that Trefriw gets a safe crossing place for the children and older people, and are working hard to achieve it.

SAFER ROUTES IN COMMUNITIES

TREFRIW COMMUNITY TRAVEL PLAN

Over the years, many petitions and letters sent to Conwy Council Highways Department have requested a crossing and footpath near the mill and school.
In 2008, the community held a Village Appraisal Day and some of the road safety issues highlighted were:
• Need for pedestrian crossing near to the school
• Traffic calming in the village in general and by the school in particular.
In February 2010, Trefriw Community Council sent a letter to Conwy Council urging them to consider a crossing and to reduce the speed limit outside the school.
In April 2010 the Trefriw Community Travel Plan committee, consisting of our County Councillor and representatives of the school, older people and Trefriw Community Council, came together to work on solutions to these problems.
The committee worked with local residents and conducted a household survey to discover what road safety improvements were wanted.

In July 2010, a public event asked the community their top three priorities and the result was:

1. Pelican crossing for community near school
2. Pedestrian crossing by village hall
3. Improvements to Trefriw – Llanrwst link: Gowers Road

A bid for money to carry out the improvements went to the Welsh Assembly Government last autumn and was successful.

The plans for the road safety improvements will be available to see at an exhibition in the
Village Hall, Trefriw, on 8th October 2011
from 10am to 12 noon.
